PUBLIC NOTICE

At a regular meeting of the Town Board for the Town of Parish held the 16th day of August, 2018 at the Town of Parish Town Offices, Main Street, Parish, New York 13131, the following Resolution for Public Hearing was adopted.

At a regular meeting of the Town Board for the Town of Parish held the 16th day of August, 2018 at the Town of Parish Town Offices, Main Street, Parish, New York 13131, the following Resolution for Public Hearing was adopted.

RESOLUTION/ORDER FOR PUBLIC HEARING ON ESTABLISHMENT OF TOWN/VILLAGE OF PARISH WATER DISTRICT NO. 1 PURSUANT TO ARTICLE 12-A, SECTION 209-d OF THE TOWN LAW OF THE STATE OF NEW YORK

WHEREAS, at a regular meeting of the Town Board for the Town of Parish held the 18th day of April, 2013, the Parish Town Board duly authorized and directed Miller Engineers, to prepare a water survey to develop the possible establishment of a Water District within the Town of Parish, and then prepare a map, plan and report to include the installation of water lines and other necessary improvements to establish a water distribution system; and

WHEREAS, said authorization was reconfirmed by the Town Board at a regular meeting of the Town Board held the 19th day of April; 2018, wherein the Board accepted the preliminary water report and the Board made a motion to prepare a final map, plan and report; and

WHEREAS, by said Resolution, the Town Board believed it in the best interest of the citizens of the Town to form a water district, said proposed water distribution system to include, but not limited to, the area in the map, plan and report to which is hereby made; and

WHEREAS, said Map, Plan and Report were filed with the Town Clerk for the Town of Parish the 19th day of April, 2018, entitled Town of Parish, N.Y. Water Service Area Preliminary Engineering Report Water Supply Area #1; and

WHEREAS, the Town of Parish entered into an Intermunicipal Agreement with the Village of Parish, providing for the formation of a joint Water District, reference to which is hereby made; and

WHEREAS, this Board wishes to schedule a public hearing regarding the possible formation of a water improvement district to be known as the Village/Town of Parish Water District No. 1 pursuant to Article 12-A Section 209-d of the Town Law of the State of New York.

WHEREAS, the boundaries of the proposed Village/Town of Parish Water District No. 1 are as follows:

See Attached Schedule A; and

WHEREAS, the maximum amount proposed to be expended for such improvements is nine million, two hundred thousand dollars ($9,200,000.00), and

WHEREAS, the proposed method to be employed for financing such system is as follows: Possible WIIA Grant: Village (60% of $4,000,000) of Two million, Four hundred thousand dollars ($2,400,000); Possible WIIA Grant: Town (60% of $5,200,000) of Three million dollars ($3,000,000); Possible funded project of Three million, Eight hundred thousand dollars ($3,800,000).

WHEREAS, the estimated annual cost to the typical property/typical home would be $639.00 per year, said amount includes the typical annual water use costs estimated at 54,000 gallons per year, and

WHEREAS, a Map, Plan and Report describing the proposed water district is on file in the Office of the Town Clerk of the Town of Parish for public inspection,

NOW THEREFORE, on motion made by John Dunham, and seconded by Douglas Jordan, be it resolved and ordered as follows:

ORDERED, that the Town Board of the Town of Parish shall hold a Public Hearing pursuant to Section 209-d of the Town Law of the State of New York to consider the proposed establishment of the Village/Town of Parish Water District No. 1 with the improvements specified above, said hearing to be held the 11th day of September, 2018 at 7 o’clock p.m., at the Parish Fire Station, 16 Union Street, Parish, New York, at which time and place all persons interested in the subject thereof may be heard concerning same, and it is further,

ORDERED, that the Town Clerk of the Town of Parish is hereby authorized and directed to publish a copy of this Resolution/Order in the Queen Central News, the official newspaper for the said area of the Village/Town of Parish, and post a copy of same on the sign board of the Town of Parish in the time and manner required by law.

The Annual Financial Report for the fiscal year ending 2016 for the Town of Parish is on file in the Parish Town Clerk’s Office located at 2938 East Main Street, Parish NY in the Village Gym, and is available during regular business hours for inspection.


The Parish Town Board has scheduled the Town of Parish’s Regular Meeting dates on the third Thursday of every month beginning at 6:30 p.m. The meetings will be held at the Village Gym located at 2938 East Main Street, Parish, New York unless otherwise advertised.

The Parish Town Board has scheduled monthly workshops on the fourth Thursday of every month at 6:30 p.m. as needed. The workshops will be held at the Village Gym located at 2938 East Main Street, Parish, New York.

The Parish Town Board has scheduled Joint Meetings in conjunction with the Village Board on the second Thursday in the months of March, June, September, and December beginning at 7:00 p.m. unless otherwise advertised. The next meeting is scheduled for Thursday, September 13. The Joint Meetings will be held at the Village Gym located at 2938 E. Main Street, Parish, NY.

The public is invited to attend all meetings.

The next regular meeting of the Parish town board is scheduled for Thursday, August 16, 2018, at 6:30 p.m. at the Parish Village Gym, 2938 East Main Street, Parish, New York.


The Annual Financial Report for the fiscal year ending 2017 for the Town of Parish is on file in the Parish Town Clerk’s Office located at 2938 E. Main Street, Parish NY in the Village Gym. The Financial Report is available during regular business hours for inspection.

Planning Board

The next regular meeting of the Parish Town and Village Planning Board is scheduled for Monday, August 27, 2018 at 6:30 p.m., at the Parish Village Gym, 2938 East Main Street, Parish.

The Parish Planning Board has received a proposed site plan for the Cabin Suites & More development proposal.
